At the time, ‘Albatross’ was out, with all the reverb on guitar. So we said, ‘Let’s be Fleetwood Mac doing ‘Albatross’, just to get going.’ It never really sounded like Fleetwood Mac… but that was the point of origin.

Offline @Ahhh Girl got it! @Shamrock Womlbs was on right path by questioning the type of bird – they’re visually similar to seagulls but are albatrosses. These two look like they are laughing which, along with the connection @Ahhh Girl mentions, gives it a double connection to Sun King (“Everybody’s laughing/Everybody’s happy”).
