I searched the image on Tineye and found it is from a concert at The Tower Ballroom, New Brighton. I don't know the exact date though (1963?) Here is some more information about their gigs at The Tower Ballroom:

Ringo's playing his Ludwig kit. He switched from his Premier kit on 12 May 1963, last using it during a rehearsal for Thank Your Lucky Stars. The Ludwig kit was delivered to the studio before the broadcast, and from the broadcast onwards that was what Ringo used.
That helps date it, as does the padding behind Ringo. The padding was a distinctive feature of the Tower Ballroom, New Brighton, as seen in this picture of The Beatles playing there on 10 November 1961:
The Beatles only played the Tower Ballroom one more time after 12 May, and that was on 14 June 1963. Here's a non-cropped version of the picture:

LOL! Myself, I think it's highly unlikely. Though if true, someone should tell him to get on with Volume 2 as I'm desperately waiting to read it.
