Do you mean the 'Can you take me back' song, or the conversation that follows it (actually part of Revolution 9)? If the latter, it's a conversation between George Martin and Alistair Taylor (Brian Epstein's former assistant):

Incidentally, "Can you take me back" was recorded during the I Will session with the same line-up: http://www.beatlesbible.com/so…..gs/i-will/

There's a full version of the song doing the rounds – only a small part was used on the White Album. Have this:

Yes. This was one of Paul's songs (respectively recorded at the I Will session). The working title for Cry Baby Cry was actually Cry Baby, Can You Take Me Back? with the extended version of CYTMB at the end.
