It's because he hasn't really done anything noteworthy since 1970. He had the MBE in 1965; there's no real reason for him to have another honour.

I'd like to say it's because he's a tax exile who doesn't live in the UK, but the same could be said for Sir Tom Jones and plenty of other people who have been knighted.
